How to Fix the Microsoft Access Bug in Windows Update KB4480970: Expert Advice and Recommendations



Local users who are part of the local Administrators group may not be able to remotely access shares on Windows Server 2008 R2 and Windows 7 machines after installing the January 8th, 2019 security updates. This does not affect domain accounts in the local "Administrators" group.


I've addressed the topic within my blog post Network issues with updates KB4480970 and KB4480960. In this context, the article also includes a workaround (other than Uninstall Update) to allow access by changing the LocalAccountTokenFilterPolicy in the registry.




How to Fix the Microsoft Access Bug in Windows Update KB4480970




This update resolves the issue where local users who are part of the local "Administrators" group may not be able to remotely access shares on Windows 7 SP1 and Windows Server 2008 R2 machines after installing the January 8th, 2019 security updates. This does not affect domain accounts in the local "Administrators" group.


Within my blog post Network issues with updates KB4480970 and KB4480960 I had described a workaround that manipulates the LocalAccountTokenFilterPolicy in the registry so that access to network shares is also allowed for users of the Administrators group.

On January 30th 2019 I installed MS updates including KB4480970 on my home server Windows 7, and to my dismay after it was rebooted my remote desktop no longer worked and my shared files were no longer accessible.After trying all kinds of settings changes I resorted to running system restore to before the updates and now my PC is back to running normal.Scouring the internet for clues I came across your blog that confirmed my suspicions it was the MS updates that caused my issues so now I'm torn between reinstalling the update and trying the patch/fix or just skipping this update all together.


In my case, neither internet nor local network, including the router page were available. Uninstalling the MicroCrash update, kb4480970, reinstalled access to the normal world. I can only find reference to network shares, so I was a bit surprised.

Borncity is also reporting that users who install these updates are having issues connecting to Windows 7 or Windows Server 2008 shares, accessing computer's over Remote Desktop, or connecting to SQL servers.

The patch worked for me just great and saved me from ending my week on a very down note. I put it on a USB and took it to the machine that was broken from the windows update. Clicked on the file and Windows took it from there. Seemed like it was hanging when initializing but then was suddenly done and needed a good amount of time to re-start.


Rolling back the updates solves the problem, however I can also confirm that the registry edit below resolved the problem in all cases that I've encountered so far today (7 calls and counting).(source: -windows/patch-tuesday-updates-for-win7-kb-4480970-and-kb-4480960-knock-out-networking.html)

Microsoft on Friday January 11, 2019 released a fix for the SMBv2 access issue from the January Microsoft Security Updates released on January 8, 2019. If a user is a Local Administrator on a Windows 7 or Windows Server 2008 R2 system and attempts to access a SMBv2 share on Windows 7, Windows Server 2008 R2 or Samba they will get an error. The update KB4487345 fixes this issue. The two updates from January 2019 are KB4480960 and KB4480970 that cause this issue, there can also be issues in Remote Desktop as well for the Local Administrator.


The admission follows a broken cumulative update issued for Windows 7 this month. That problem was with build KB4480970, which seems to cause SMBv2 shares to be inaccessible. Furthermore, some users are reporting issues with Remote Desktop, such instances of crashes for system Administrators.


According to a number of reports on Reddit and Microsoft's TechNet forums, KB4480970, this month's rollup of security updates to Windows 7 and Windows Server 2008 R2 with Service Pack 1, is causing SMBv2 shares to be inaccessible once it is installed on the host. Customers using Windows Server 2008 Service Pack 2 are seeing similar problems with the respective monthly rollup, KB4480968. Additionally, Remote Desktop access may also fail for users whose accounts reside in the "Administrators" group on target machines, aside from the administrator account itself, after the update according to some reports.
